Effective July 1, 2018 Milpitas Fire Department is no longer a Unified Program Agency. All Unified Program responsibilities within the City of Milpitas are now handled by Santa Clara County CUPA: this includes the Hazardous Materials Business Plan Program, Underground Storage Tank Program, and Aboveground Petroleum Storage Act (APSA) Program. Milpitas Fire Department continues to enforce Fire Code and local ordinances.

July 24, 2015 Unidocs Member Agency Carbon Dioxide Reporting Exemption has been eliminated. All carbon dioxide is now HMBP-reportable when handled at or above the reporting thresholds specified in Article 1 of Chapter 6.95 of California Health and Safety Code.
June 4, 2015 Unidocs Member Agencies propose to eliminate Carbon Dioxide Reporting Exemption. Interested parties may attend June 26 HazMat Managers' meeting or submit comments via email to Santa Clara County CUPA.

Effective 7/1/2009 an additional $25 State Electronic Reporting Surcharge applies to all facilities required to pay the existing $24 State Unified Program Surcharge.

This increase is for 3 years, and will be used for the development and implementation of the California Environmental Reporting System (CERS). Unified Program Agencies may bill the electronic reporting surcharge as an additional $25 invoice line item or combine the two State surcharges in a single invoice line item totaling $49. Details.

Effective 8/20/2009 The Unidocs HMOIP will be retired. It will become the new California Environmental Reporting System (CERS), managed by CalEPA. Title 27 CCR requirements mandating use of new and revised Unified Program Consolidated Form (UPCF) pages have changed. As of 1/17/2008, all UPCF submittals must be made using new forms or local equivalents. Impacted forms are UPCF Business Activities page, Owner/Operator ID page, One-Chemical-Per-Page HMBP inventory page, UST Permit Application forms, UST Certification of Installation/ Modification, and UST Monitoring Plan. Revised versions of the Unidocs HMBP and other UPCF pages have been released as of today.

U.S. Dept. of Homeland Security's Chemical Facility Anti-Terrorism Standards require that any facility that manufactures, uses, stores or distributes certain chemicals above specified quantities must complete and submit a "Top-Screen" questionnaire by January 19, 2008.
