Alameda County CUPA

The Hazardous Materials Program (HMP) is part of the Hazardous
Materials / Waste Division within Alameda County Department
of Environmental Health.
HMP is the Certified
Unified Program Agency (CUPA) for the cities of:
- Alameda
- Albany
- Dublin
- Emeryville
- Newark
- Piedmont
- Unincorporated county areas
The Hazardous Materials
Program provides comprehensive environmental regulatory compliance
inspections to protect human health and the environment. Additionally,
program personnel perform plan reviews and inspections associated
with the construction, upgrading, and closure of hazardous
materials storage facilities and equipment.
Under authority
granted by the state, the county's Hazardous Materials Program
administers the following programs:
- Hazardous Waste Generator (California Health and Safety
Code Chapter 6.5)
- Hazardous Waste Tiered Permitting (California Health
and Safety Code Chapter 6.5)
- Underground Storage Tanks (California Health and Safety
Code Chapter 6.7)
- Aboveground Storage Tanks SPCC Plans (California Health
and Safety Code Chapter 6.67)
- Hazardous Materials Business Plans (California Health
and Safety Code Chapter 6.95)
- California Accidental Release Prevention Program (California
Health and Safety Code Chapter 6.95)
Alameda County
Department of Environmental Health does not have Participating
Agency (PA) agreements but coordinates their activities with
the other CUPAs that operate in the county. The other CUPAs
in Alameda County include:
- City of Berkeley
- City of Fremont
- City of Hayward
- City of Livermore Fire Department for the cities of Livermore and Pleasanton
- City of Oakland
- City of San Leandro
- City of Union City
