General Description & Background

The Online Hazardous Materials Inventory Project (Online Database) is designed to meet two major objectives:

  • To help business and industry prepare and submit state and locally required Hazardous Materials Inventory Statements.
  • To help business and industry determine building occupancy classifications for new construction and tenant improvement projects based on the hazardous materials to be used or stored in the project site.

There are also a number of secondary benefits provided by the Online Database:

  • Facilitates the review and approval process by the local agency because of the use of a standardized database of chemical reporting information.
  • Allows business and industry to electronically submit their documents to the local agency
  • Facilitates future revisions to Hazardous Materials Business Plans Inventory Statements
  • Improves the availability of information for use by emergency response personnel before and during an incident.
  • Allows business and industry the option to submit information electronically via an email attachment to their local agency, or posting of information on a secure website.

Background

Representatives from Santa Clara County Fire Chief's Hazardous Materials Subcommittee, Santa Clara County Department of Environmental Health, and two industry associations, the Silicon Valley Manufacturing Group, and Palo Alto Chamber of Commerce Environmental Health and Safety Forum, jointly began the development of this project in September 1999.

In April 2000, Santa Clara County Department of Environmental Health agreed to provide $50,000 for this project. Bids were solicited in May and a contractor was selected in September. The contract was signed in January 2001 with Arsenault Legg, Inc., of Davis, California.
